On 21st September, 2023, the president of the Supreme Court of Lithuania, Danguolė Bublienė, participated in the international conference "The role of the judicial system in the implementation of decisions of the European Court of Human Rights (ECHR)" organized by the Constitutional Court and the Supreme Court of the Republic of Latvia.

The conference was organized in order to strengthen the dialogue of European courts and common values in the legal space. Strengthening the rule of law was the main topic of the conference and at the same time one of the goals set by Latvia during its presidency of the Committee of Ministers of the Council of Europe.

The participants discussed the role of national courts in the implementation of ECtHR decisions, taking into account the principle of subsidiarity. "The supremacy of judicial law, the independence of courts, ensuring the protection of human rights, and other elements of the content of the principles of the supremacy of law are necessary prerequisites for a democratic society. At this time of Russia's war against Ukraine, it is especially important to remember this. There is no doubt that the role of the courts is essential in protecting human rights. To this end, national courts and the ECtHR must cooperate to achieve the highest level of protection. Enforcement of ECtHR decisions is not an end in itself. This is necessary in order to ensure the rule of law and public safety", said the President of the Supreme Court D. Bublienė after the conference.

The event discussed the importance of the execution of ECtHR decisions, which is an integral part of the right to a fair trial, the influence of national constitutional identities on the implementation of ECtHR decisions, the renewal of judicial processes after ECtHR decisions, and monitoring measures for the implementation of ECtHR decisions.
